Dr. Macomber is an expert in all telecom areas. In addition to intake and complaint resolution for billing issues, government and non-profit agencies refer telecom complaints to her. Specialty areas include fraud and telecom abuse. Sue has assisted numerous consumers in third party billing agent fraud, slamming, cramming and Internet Modem Hijacking and has saved consumers thousands of dollars.

Ms. Montes is an expert on telecommunication policy that affects Latinos in California. She has more than 20 years in the non-profit sector and has worked in the legislative arena fighting for consumer protections for underserved communities. Ms. Montes currently manages several model projects that bring technology to underserved communities. She is a member of the California Public Utilities Commission Universal Lifeline Telephone Services Working Marketing Board, SBC Universal Services Task Force, Verizons Universal Services Task Force, the California Technology Community Policy Group, and the Benton Foundation Digital Divide Advisory Board.
